Dear ASFCME Local 2428 Members, Our colleague and Union President William Hough will be taking a 2-month leave of absence from his presidency to deal with some personal matters. On November 19th our Executive Board voted unanimously to appoint former AFSCME Local 2428 President Chris Newey to act as interim president during William’s absence. Chris spent 4 years as the Local 2428 president and almost a decade on the executive board. Chris has already joined the Meet and Confer team for negotiations on the impacts of the Park District’s re-organization associated with the 2026 annual Park District operating budget. The executive board is confident in Chris and his leadership experience with our Union to keep building on our forward momentum. This temporary change will not affect our Union’s mission or ability to represent its members, advocate for the best possible working conditions, and elevate the working people across the East Bay and beyond. Hello AFSCME members, Your leadership team and the District have reached an agreement regarding the re-org! After several meetings and discussions, the District has made significant changes to their proposal to address the majority of the concerns and impacts that were raised by our members. Thank you all for your willingness to speak at the Board meetings, write to your Board members and support your coworkers by attending the Board meetings. Your actions made a tremendous impact on the Board and completely changed the tone of our negotiations with management on this topic. Great job everyone! Local 2428 Approved Constitution 2025
AFSCME Local 2428 Constitution was approved by AFSCME International on August 26, 2025.Comprehensive Tentative Agreement
On July 16th, our Local voted to ratify the Comprehensive Tentative Agreement regarding seasonal and temporary workers. The end result was a plurality of voting members supporting the ratification. That moves the Tentative Agreement to the next step, sending it to the Board of Directors for approval. Pending Board approval it will be adopted.
